Massive downsizing of top bureaucracy on the cards
Apr 19th, 2008 | By Sindh Today | Category: PakistanISLAMABAD: Massive downsizing of top level bureaucracy at centre is on the cards as the Prime Minister Secretariat has sought details of the officials hired in MP scales and other pay scales since 2004. Shaukat Aziz and then caretaker government of Mohammedmian Soomro had made hundreds of appointments in different ministries in violation of the government rules.
The employees hired against the rules were given huge salaries and other benefits. The appointments made at the top level of the federal government against special pay scales had created resentment among the regular government employees, besides giving them a wrong signal that routine hiring was perhaps a disadvantage.
The matter was brought to the notice of Prime Minister Syed Yousuf Raza Gilani in the first ever Cabinet meeting with a proposal of correction to save government servants’ future. Sources said details of the appointments made by the previous government since 2004, have been sought with a purpose to fire the employees hired for different government departments against the merit.
Business Recorder had pointed out appointments made by the caretaker government of Mohammedmain Soormro by setting aside the rules and regulations in oil and gas sector public companies.
Establishment Division has circulated a proforma to all federal government ministries/ divisions, corporations and autonomous bodies with a direction to submit requisite information to it in next two days. The federal government departments have also been asked to provide information of contract employees as well as reemployed employees.
Establishment Division in its directive said, “List of all appointments made on contract basis or -reemployment basis including in MP scales or other special scales in the ministries divisions/attached departments and autonomous/semi-autonomous bodies/corporation/ companies including project assignments, and who are currently holding appointments, may be provided on the attached proforma to this division within two (2) days for onward submission to the Prime Minister’s Secretariat”.
The Establishment Division has asked the ministries/ divisions and other government, semi government and autonomous departments to give information such as nature of appointment/ contract reemployed and period of appointment along with the remarks in each case for the consumption of the Prime Minister Secretariat.
